INFORMATION ABOUT CUSTOMS AND BORDERS CROSSINGS EUROPEAN AND "REST OF THE WORLD" COMPETITORS

Silk Way Rally crosses 3 countries, Russia, Kazakhstan and China, whose customs policies are different from those we know in Europe and whose clearances are very strict and sometimes complex.

1 – TO GO TO THE START IN MOSKOW

TURNKEY TRANSPORT SERVICE (in car loader truck of the organization)

For competitors selecting the service « turnkey transport », simplified customs processes are set up and managed by the rally organizers. Thus, organization will establish an ATA carnet for all the vehicles having subscribed to this service to do the exit of Finland. (corresponding fees included in the rate of this service).

ORGANIZATION CONVOY

Competitors following the « organization convoy » from Europe, must compulsorily make an ATA carnet for all the vehicles taking part in this convoy. (The ATA carnet is at the competitors’ expenses). The ATA carnet will be used ONLY to do the exit of Europe. This will allow more flexibility to organize the return in Europe after the rally and thus avoid some possible conflicting situations.
Caution: this ATA carnet will be used only to do the exit and entrance in Europe. The cross of the Finn border is the only place where you will have to stamp the ATA carnet. This ATA carnet must be « all countries »
The entrance on the russian territory will be done thanks to special processes set up by organizers.

For your information, a sole participant may do the entrance of several vehicles into Russia. In that case, this participant must be present during the return convoy in order to make the exit of the vehicles from the Russian territory.

ON YOUR OWN BY THE ROAD

Competitors reaching Moscow with their vehicles by the road, without following the convoy must communicate to the organization :

  • the approximative date of entry in the Russian Federation territory
  • the border check point of their entry on the Russian territory
  • data of all the vehicles imported in Russia 
  • information of all the vehicles’ drivers and passengers accompanying these vehicles
  • In that case, the Organizers may facilitate the border crossing of the national russian frontier.

The importation of any type of vehicle through Russia by freight (air, martime or railroad) is a complicated and costly option. In that case, you CAN NOT benefit from the special customs procedures set up by the organizer during the rally to cross the borders. If this option seems to be the most appropriate for your logistics, please contact the organizers as soon as possible and at the latest before April 29th so that we can find solutions together. After this date, the Organizers will not be able to help you in customs clearance processes.

2 – DURING THE RALLY

Customs clearance and national borders crossings of vehicles and competitors between the 3 countries, Russia, Kazakhstan and China are taken in charge and managed by the organizers. Before crossing the borders, you must fulfill all documents previously given by the organizers and respect timings communicated (except for vehicles imported in Russia as goods)

3 – TO LEAVE CHINA AT THE END OF THE RALLY

TURNKEY TRANSPORT SERVICE AND ORGANIZATION CONVOY

As for the inbound trip, competitors following the return convoy or having subscribed to the « turnkey transport service » will benefit from simplified customs processes and borders crossings supervised by the organizers, up to their arrival in Europe. For competitors following the convoy, the entrance in Europe (Finland) will be done thanks to the ATA carnet.

BY YOUR OWN BY THE ROAD

Non Chinese competitors, leaving China by road with their vehicles without following the convoy, must communicate 2 months before the rally (29th of April at the latest) to the organizers:
the border check point of exit of China
The exact date of exit of China
Data of all the exported vehicle
Information about drivers and passergers who leave China in these vehicles
Authorizations are subject to the agreement of the Chinese authorities.

BY YOUR OWN (air, maritime, railroad freight or shipment)

Competitors, wishing to ship their vehicles to Europe or others places in the world by others means of transport (Air, maritime, railroad etc…) after the rally, must contact ACI to coordinate their logistics, even if they have choosen another freight forwarder to manage their transportation solutions.

4 – IMPORTANT

  • To realize in a smooth way the entrance and exit of all the rally’s vehicles and participants in the 3 countries, we need to collect a lot of information, requested by the Authorities of the different countries crossed. 
  • In order to avoid being blocked and slowing down the others participants, we thank you to 
  • Fill in carefully all the requested boxes on the online registration platform 
  • Respect strictly the deadlines for your registration and for the transport services orders 
  • Supply all the requested documents for the vehicles and participants (copies of documents to be downloaded on the online registration platform) 
  • It is essential to provide us with all information and documents as soon as possible and NECESSARILY before the closure of entries.

Formalities in China

Because of the administrative constraints connected to the passage of the rally in China, no change of name of participant nor of vehicle (race, service) can be taken into account after June 1st, 2017.
